Minutes

I.          Call to Order

 

Bob Peterson called the meeting to order at 3:07 p.m.

II.         Minutes of October 27, 2003 Meeting

 

Motion by Janet Person, seconded by Bill Gadwau, to approve the minutes of the October 27, 2003 meeting.  Motion carried - unanimous.

III.        Solid Waste Coordinator Report

 

Teresa Salveta was not present to give her report.  She did, however, e-mail a written report which was distributed to the Solid Waste and Recycling Council (SWRC).  Howard reported that Teresa will distribute the detailed statistics of the October 12, 2003, household hazardous waste (HHW) collection.

 

Motion by Leonard Klein, seconded by Janet Person, to accept the Solid Waste Coordinator’s report for October.  Motion carried - unanimous.

IV.        December Meeting

 

The SWRC decided to cancel the December meeting.  The next meeting will be on January 26, 2004.

V.         2004 Meeting Frequency

 

Howard informed the SWRC that next year’s budget that cleared the County finance committee’s cuts included enough per diem to hold 8.6 meetings, assuming all 10 members eligible for per diems attended all meetings.  The SWRC decided that the June and December meetings for 2004 will be cancelled, and ten meetings will be scheduled for 2004.  With some members not attending at any given meetings, and with the current vacancy not filled, the budgeted per diem amount is assumed to be sufficient to cover ten meetings.

 

The 2004 budget cut out the requested budget to finance a solid waste coordinator.  However, the finance committee will be open to requests to finance a consultant as needed to run the two HHW collections anticipated (and funded to the extent of $10,000) for 2004.  The consultant will probably be funded from the Resource Recovery Fund.

 

Some discussion took place on the two anticipated HHW collections for 2004.  The consensus was to hold one collection while the summer population was still in residence in the county, and possibly to coordinate the dates with some of the township/village spring cleanup dates.

VI.        Communications and Member Comment

 

Janet introduced HB 5236, which would allow counties and agencies charged with solid waste collection to levy taxes for waste reduction programs.

 

Some discussion took place on the fact that SWRC may need to retain a consultant to re-write the county solid waste plan in 2004.

 

Bill Gadwau reported that Central Lake Township has contracted with Marv Rubingh to take and grind the cardboard for $210 per pull.
