Bob Peterson called the meeting to order at 3:05 p.m. |

III. Approval of Minutes |

Motion by Bill Gadwau, supported by Leonard Klein, to approve the minutes from the August 29, 2005 meeting. Motion carried – unanimous. |
||

IV. Proposed Amendments to the Sanitary Code |
|||
|
|
Chuck Edwards, from Northwest Michigan Community Health Agency, was present to answer questions about the sanitary code but asked for some background on the Council. Bob Peterson explained the Solid Waste and Recycling Council’s (SWRC) functions and duties. Mr. Edwards educated the SWRC about the proposed amendments to the Sanitary Code and how it would affect Antrim County. He explained that in 2006-2007 spreading septage on open land will not be allowed. Due to this he explained that Grand Traverse County does accept septage in their sewage treatment plant but many smaller plants do not - like Bellaire. The laws for injecting septage have changed as well. Currently, there are a set number of gallons that you can inject in to the ground per acre. Now nitrogen and phosphate levels will dictate how much septage can be injected. He also stated the need for the four counties (Antrim, Charlevoix, Emmet, and Otsego) to have the same Sanitary Code. Currently the four County district has three different sanitary codes. |

V. Household Hazardous Waste (HHW) Days |

Leonard Klein apologized for his absence on the September 10th HHW day. Janet Person reviewed how successful the day went. She noted that the new company did a great job and how Elk Rapids and Eastport were both successful. She also noted that the Bellaire and Mancelona days are both full. September 10th brought in $982 and we have had nothing but positive feedback. |

Janet brought up the Urban Cooperation Act dealing with waste reduction and asked Joe Meyers to review it for the next meeting. |

|
|
Mr. Peterson inquired about used oil, to see if we could find a way to have a year-round way to dispose of it. |
