I.          Call to Order

Bob Peterson called the meeting to order at 3:00 p.m.

II.         Public Comment

Ed Martel spoke to the board about the difference between charter and non-charter counties.  He stated that charter counties have greater powers than non-charter as he was looking forward to talking to the person from the Northwestern Michigan Community Health Agency about the difference and was disappointed that they could not attend.

III.        Approval of Minutes

Julie Mathieson expressed her concern about the lack of information put in the last meetings minutes in section V. Funding Sources about the recommended changes to P.A. 451 of 1994 regarding Solid Waste Management.

Motion by Bill Gadwau, supported by Gene Dawson to approve the minutes with the corrections from Julie Mathieson.  Motion Carried – unanimous.

IV.        Household Hazardous Waste (HHW) Days

September 10 and October 1 are the two scheduled HHW days for 2005.  Janet Person requested for volunteers on these two days and needs at least 2 per site.  The County is trying a new company for the Eastport site.  The Elk Rapids site will not be offering a hypodermic needle drop off.  The Bellaire and Mancelona sites will have the capabilities to drop off these materials; residents are encouraged to bring them on October 1st.  The needles need to be in a puncture proof container and residents need to let us know that there are needles in the container, per County order.

V.         Communications

None.

VI.        Member Comment

Jim Palmer spoke about the process of recycling, at some of the council members’ request, and why Antrim County currently does not have a major recycling service.

Janet Person would like to talk to Waste Management about trying to get recycling services out here as a “test run”.

Julie Mathieson spoke about how the council was not given a chance to look at their budget for the 2006 year and the same budget was used from last year.  She requested that next year, the SWRC be involved with the approval of their budget.

Meeting adjourned at 3:28 p.m.
