I.          Call to Order

 

Bob Peterson called the meeting to order at 3:02 p.m.

II.         Public Comment

 

None.

III.        Approval of Minutes

 

Motion by Bill Gadwau, supported by Leonard Klein, to approve the minutes of January 31, 2005, as presented and to approve the minutes of April 25, 2005 with a change in the adjourned time from 11:25 a.m. to 4:25 p.m.  Motion carried – unanimous.

IV.        Household Hazardous Waste (HHW) Days Update

 

The Council debated on whether or not to advertise with an ad in the local newspapers or an insert (flyer) stuffed into the local newspapers.

 

Motion by Julie Mathiesen, supported by Gene Dawson, to put an insert for the Household Hazardous Waste Days in the July issues of the Antrim County News and the Town Meeting.  Motion carried – Unanimous.

 

Janet Person, Executive Director of the Antrim Conservation District, indicated we still need someone to haul the tires that will be accepted at the HHW Day.  Ms. Person will work with the Coordinator/Planner Office and bid out the tire hauling.

V.         Funding Sources

 

Peter Garwood, Coordinator/Planner, indicated the reason this issue is on the agenda was because of the discussion from last month on this issue.  However, nothing has changed much on the issue from last month.

 

Ms. Mathiesen distributed a document entitled Department of Environmental Quality Report to the Legislature.  The Council reviewed the document.  The document includes such issues as solid waste policy changes, and different options for funding a community solid waste and recycling program.


VI.        Communications

 

Pete Garwood informed the Council that the Northwest Michigan Council of Governments (NWMCOG) staff has been authorized by the NWMCOG Board to investigate a regional approach to the solid waste issue.  This may have an affect on the options available to Antrim County.

VII.       Member Comment

 

Janet Person informed the Council that the Village of Bellaire has been approached by a septage hauling company with a request to allow them to dump their waste in the Bellaire sewer system.

 

The Council discussed whether or not the SWRC should be planning for the regulation of septage.  The Council decided to request that Health Department representatives come to the next meeting in August to discuss the proposed amendments to the sanitary code.

 

Bob Peterson informed the Council that Elk Rapids received bids for recycling and compacted waste hauling.  Waste Management was low bid for recycling and American Waste was the low bid for compacted waste hauling.

Meeting adjourned at 4:30 p.m.
