2. Construction Code Department Update |
|||||
|
|
Bob Massey, Interim Head of the Building Department, and Ron Wood, Plan Reviewer, joined the meeting. |
||||
|
|
Mark Chupp, Carefree Homes, also joined the meeting. |
||||
|
|
Mr. Massey explained the concerns with how the department had been interpreting the requirements for plan review on commercial construction. Mr. Massey indicated the State code gives the Building Official the authority to require sealed plans for the structure and all the trades. |
||||
|
|
Mr. Chupp explained his opposition to requiring sealed plans for all trades on all commercial structures. |
||||
|
|
Through further discussion it was discovered that Mr. Chupp had not applied for permits in any of the other trades aside from the building permit. Mr. Chupp was informed he will have to apply to the State for permits for the other trades. |

|
o Settlement Agreement Mr. Massey informed the Committee the list of open permits had been sent to the State Bureau of Construction Code and Fire Safety (BCCFS) as well as the list of 20% of all permits from January 1, 2000 to March 31, 2004. Mr. Massey has not heard back from the BCCFS, but is starting to initiate the process for re-inspections. |

o Board of Appeals Mr. Massey informed the Committee, we have had only two letters of interest submitted to fill the four open positions on the Construction Code Board of Appeals. We still need representatives for each of the plumbing and mechanical trades. |

|
o Plan Review Regarding plan review requirements, the committee agreed with Mr. Massey's policy to require a full set of sealed plans on all commercial projects. |

Mr. Massey informed the Committee the phone lines are being installed for a fax machine and an internet connection. Mr. Massey also indicated that he felt all inspectors need to have a cell phone so the office can keep in touch with them during the day. Currently, some of the inspectors do not carry cell phones. Mr. Massey indicated if the County paid for the phones it would raise the cost about $10 or $15 an inspector. |

Motion by Gene Dawson, supported by Larry Bargy, to allow the Interim Building Department Head to purchase cell phones for all the inspectors. Motion carried – unanimous. |

Mr. Massey will put a policy in place to address usage of the cell phones. |
||||
|
|
o Network Connection to Equalization Mr. Massey informed the Committee he will be working on getting a network connection with the Equalization Department which will enable the Building Department to look up addresses and properties. |
||||
|
|
o Budget Mr. Massey reviewed with the Committee the revised budget request for the 2005 year. Mr. Massey also reviewed with the Committee a new method for calculating permit fees. Mr. Massey presented his capital purchase budget. |

Motion by Gene Dawson, supported by Larry Bargy, to approve the expenditure side of the Building Department budget and the capital purchase budget, and instruct Mr. Massey to have the revenue side of the budget completed and ready for submittal by August 19, 2004 for the Finance Committee. Motion carried – unanimous. |

Mr. Massey discussed the possibilities for different hardware and software that are available for construction code departments operations. The Committee directed Mr. Massey to investigate the available computerized systems for the Construction Code Department. |
