I.          Public Hearing

 

Mark Randolph, Grass River Natural Area Director, called the public hearing to order (see attached minutes).  Public hearing closed at 9:21 a.m.

II.         Call to Order

 

Al Luurtsema called the meeting of the Parks & Recreation Commission (Parks & Rec) to order at 9:23 a.m.

III.        Approval of the Minutes of the May 27, 2004 Meeting

 

Motion by Al Pecar, seconded by Mike Crawford, to approve the minutes of the May 27, 2004, meeting.  Motion passed - unanimous.

IV.        Comprehensive Recreation Plan Re-write

 

Al Luurtsma updated the committee on the Comprehensive Recreation Plan.  Few members attended the Recreation Plan Committee meeting.  The Committee needs follow-up from Township Recreation Plans.  The next Comprehensive Recreation Plan Re-write meeting will be early August.


V.         Elk Rapids Day Park

 

Eileen reported that the park is receiving more use than in the past due to publicity in local recreation guide.  Eagle Scout, Tim Cooper, has put in 80 hours toward his badge program by cutting, chipping, and marking trails, among other tasks.  She is waiting for the Rotary Club to produce the new sign.


VI.        Barnes Park Grant Update

 

Janet reported that Art Lennox is providing the specifications for the new building.  Waiting for State to issue the grant agreement.  Bids will be sought after the contract is signed with the State.


VII.       Wetzel Lake Update

 

Janet reported that the garage sale raised $556 and another $76 in donations for $632 total.  The new raft was broken the same day by vandals.  ACD will put up the sign that indicates the improvements must be respected to be continued.


VIII.      Millage Update

 

Al Luurtsema indicated that the idea has been tabled until next year at the request of the Parks Committee.  Too many other millages on this year’s ballot.

IX.        Other Matters

 

Jerome reported that the Road Commission has Department of Transportation funding for a bridge over the Cedar River at Stover Pond Road.  He anticipates public hearings will be held.  The commission will also replace the culvert at O’ Brian’s Pond to allow fish to get upstream.

 

Janet reported that there is some discussion in Bellaire about putting in a Recreation Center.  She will bring it up to the Parks Committee.

 

The Antrim Conservation District received a CMI grant for restoration of access sites.

 

Mike Crawford reported that Helena Township would like to discuss a joint venture with Antrim County, the Township, and the ACD to acquire and develop into park land the lot next to the boat launch in Alden.

 

Janet reported that Kearney Township is working with the DNR to acquire and develop (into a park) 10 acres on Lake Bellaire, south of Fisherman’s Paradise public access, off of White Birch Lane.

 

She also reported that the ACD will GPS access sites as staff become available.  Further, there is discussion that the Sevald 160 acres, adjacent to Antrim County land in Custer Township, may be acquired and the parcels together developed into a shooting range in cooperation with the Bellaire Conservation Club.
