I. Call to Order |

Al Luurtsema called the meeting of the Parks & Recreation Commission (Parks & Rec) to order at 9:05 a.m. |

II. Approval of the Minutes of the March 02, 2004 Meeting |
|||
|
|
Motion by Jerome Dobrzelewski, seconded by Russ Blasdell, to approve the minutes of the January 27, 2004, meeting. Motion passed - unanimous. |
||
|
III. Comprehensive Rec Plan Update |
|||
|
|
Stan Moore reported that no progress had been made, pending the results of the Parks & Rec Forum. Howard reported that Ed Huller of Helena Township will work with him to produce inventory maps of Helena Township parks & rec facilities for the township parks & rec plan. This will allow the county to obtain an updated inventory of Helena Township facilities. |

IV. Parks & Rec Forum Post-mortem |

The consensus was that the forum was a success and that positive feedback was obtained from many parties. Stan presented preliminary plots of the audience participation voting at the forum. Mike Crawford commended Stan for his work. Stan and Howard will put the results on the website. Some discussion ensued on the topics for the Fall forum. Extensive side discussions on road endings and tree pests ensued. |

Subsequent forums will be on more focused topics. One aspect missing appears to be historical information and historical tourism. Extensive, meandering discussion led by Al Luurtsema ensued on how the County is developing and how Parks & Rec can help save the County. |

V. Elk Rapids Day Park Update |
|||
|
|
Howard informed Parks & Rec that none of the action items on the Day Park scope of work had yet been implemented. |
||
|
VI. Barnes Park Grant Update |
|||
|
|
Howard explained that the Coordinator/Planner Office had drafted a letter requesting permission to commence preliminary engineering tasks for the Barnes Park grant project prior to executing a grant agreement. The letter also requests a waiver from competitive bidding for the log cabin and the trails. The letter will not go out until the Coordinator/Planner has discussed the matter with the Parks Committee chair. |

VII. Wetzel Lake Update |

|
The letter proposal for the medium- to long-term development of a campsite at Wetzel Lake was delivered to DNR rep Joyce Angel-Ling at the Parks & Rec Forum. There will be a Wetzel Lake committee meeting on April 7 at 9:30 a.m. at the Mancelona Township Hall library. |

Eileen requested that the ingress/egress doorways for the visitor center be planned with an eye to the security of the staff. Mike Crawford agreed. |

VIII. Parks & Rec Budget Update |
|||
|
|
As a result of presentations by Mike Crawford and Howard at the Finance Committee, the Parks & Rec Budget is now $5,000 for the year (representing an increase of $2,500). This will enable monthly meetings, printings of the report, and a second Forum to be held. Mike Crawford noted that the Commissioners will not be amenable to increasing the number of Parks & Rec members. |

The Elk Rapids budget has also been increased from $0 to $7,500 for 2004. |

IX. Member Comment |

|
|
Al Luurtsema expressed his concern about possible air pollution from a new coal-fired electricity generating plant planned for Manistee County. |
