1.        Meeting called to order at 9:05 a.m.

 

2.        Emergency Services Update

Emergency 911 Uniform Street and Road Numbering System

Mr. Goeman informed the Committee that ACES is asking for a better system for enforcing the numbering system. Peter Garwood, Coordinator/Planner will send a notice out to get the numbering committee together to complete the ordinance.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners approve moving the old 911 generator to the Road Commission building in Mancelona, which will be used as an alternate EOC/911 Center.  Motion carried – unanimous.

 

Portable Emergency Generator

Mr. Goeman informed the Committee that the portable generator that will be used to power up the Senior Center and/or a portion of the Bellaire High School (in emergency situations) will be delivered on December 6.

 

Request for 4X4 Expedition

Mr. Goeman requested that the soon to be retired 4X4 Expedition by the Sheriff Department be transferred to Emergency Operations to be used to pull the new portable generator.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners approve transferring the 4X4 Expedition from the Sheriff Department to the Emergency Services Department upon retirement from the Sheriff Department fleet. Motion carried – unanimous.

 

3.        Sheriff Department Update

911 Surcharge

Laura Sexton, Clerk joined the meeting.

 

Sheriff Terry Johnson informed the Committee that it appears the phone companies are not charging the highest surcharge possible for 911 based on 12% of the highest basic phone bill in the County.  A review of the ballot language revealed the charge could be 12% of the highest basic phone bill up to $2.89.   The Committee and the Sheriff were also informed the Board of Commissioners can approve the addition of another 4% by a vote of the Board of Commissioners.

 

Sheriff Johnson will research the current charges and have his results by the December 8 Board of Commissioners meeting.

 

Motion by Dave Howelman, supported by Larry Bargy, to recommend the Board of Commissioners approve the additional 4% surcharge allowed by the Emergency Telephone Service Enabling Act, PA 29 of 1994 (911). Yes – Bargy; Howelman    No – Blackmore

 

Sheriff Johnson informed the Committee that he has budgeted for two patrol cars and one detective car for 2006.  However, because the Board of Commissioners authorized the purchase of a new detective car in 2005, the detective car in the 2006 budget should be changed to a patrol car.  The Sheriff was directed to approach the Finance Committee with his request.

 

4.        Animal Shelter

The Sheriff informed the Committee there is a need for a new way to get the euthanized animals from the cooler to the dumpster.  Sheriff Johnson will look in various methods to accomplish such a task.
