1.        Meeting called to order at 9:00 a.m.

 

2.        Opening Bids

 

Terry Johnson, Sheriff, informed the Committee of the high bids for the car and the truck.  The high bid was $100 for the car and $200 for the truck.  They were both made by Dave Smith.

 

 

Dave Howelman asked what a junk yard would purchase them for, but Sheriff Johnson informed the committee that this was probably the best price that we could get so we should take it. 

 

 

Motion by Dave Howelman, supported by Bernie Blackmore, to recommend the Board of Commissioners approve the two bids from Dave Smith; the car bid for $100 and the truck bid for $200.  Motion Carried – Unanimous.

 

3.        Animal Shelter

 

Mr. Howelman asked how the work on the shelter has been going.  Sheriff Johnson noted that it was satisfactory.  Sherry Comben presented the proposed fee schedule for the animal shelter and informed the Committee that the only change to any of the fees was they raised the pickup fee from $15 to $25 and the per day fee from $5 to $15 (attached).  Sheriff Johnson explained the reason for this price increase was because it was cheaper than any kenneling and the animal shelter was not a kennel.  Mr. Howelman proposed that the $15 per day be changed to $10, still a substantial increase.

 

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners approves the new fee schedule (attached) for the 2006 year.  Motion carried – Unanimous.

 

4.        Sheriff Department Update

 

Sheriff Johnson informed the Committee that he had been approached by Securus, the current inmate phone provider to sign for additional two years plus the one year that we have on the current contract.  They would provide recording devices on all of the inmate phones, something that they currently need.  They will also give the Sheriffs department a $10,000 technology grant and give the department 40% of the gross income (currently they get 25% of the net).  The technology grant would be used for making all of the cameras record all of the time.

 

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend to the Board of Commissioners extends the contract with Securus for an additional two years which gives them:

Audio Recording on all phones

A $10,000 technology grant for recording devices for all cameras

40% of the gross income

Motion carried – unanimous.

 

 

Sheriff Johnson informed the Committee that there is a new policy and procedure manual to be introduced in the near future.  It has the okay from the attorney and the insurance company.  He also informed the committee about a call he received about an old Sheriff Department boat that was found by Little Bay de Noc in the Upper Peninsula.  It is a 17 foot aluminum boat that had been painted in camouflage, was in bad condition. The boat license expired in 1999.  Sheriff Johnson believes that it was auctioned off and the person never changed the title but no record of the Sheriff Department having control of the boat.  Due to the condition of the boat and the costs involved in retrieving it, Sheriff Johnson recommended the boat be given to the local resident in that area who found it.

 

 

Motion by Bernie Blackmore, supported by Dave Howelman, to award the 17 foot aluminum boat to the finder due to the condition of the boat and the costs associated with transporting it back here.  Motion carried – unanimous.

 

5.        Emergency Services Update

 

Carl Goeman informed the Committee that both the School and the Senior Center has been wired for the use of a generator.  He also informed them about a regional exercise that he will be participating on October 11, 2005.
