1.        Meeting called to order at 9:08 a.m.

2.        Sheriff Department Update

 

Dan Bean, Undersheriff, and Steve Bratschi, Dispatch Sergeant, joined the meeting.

 

 

Undersheriff Bean informed the Committee of a problem with how the department employees are compensated for meals.  Currently, if an individual goes out of town for training or some other reason, the employee has a dollar limit for each meal (breakfast, lunch and dinner).  The office staff must rectify the receipts with the dollar limits for the meals, and submit those to the Clerk’s Office for payment.

 

 

Undersheriff Bean inquired if it is possible to change the policy so that we issue a per diem for meals, which would be the employees to spend how they wish.  Such a policy would get us out of having to deal with receipts and watch dogging the individual meal spending limits.

 

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Administration and County Services Committee consider a per diem policy for meals for employees.  Motion carried – unanimous.

 

3.        Animal Shelter

 

Undersheriff Bean informed the Committee there are still many loose ends at the Animal Shelter. The same problems, noted at the last Committee meeting, remain outstanding. Undersherrif Bean or Sheriff Johnson will generate a letter, with the list of outstanding repairs, to Petrie Construction and a copy will be sent to our legal counsel.

 

4.        911 Surcharge

 

The Committee discussed recommending a change in the previously approved ballot language for the vote on the 911 surcharge.  The 911 surcharge issue is scheduled to go on the November ballot.

 

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners rescind the vote of March 11, 2004 regarding the ballot language for the E911 surcharge proposal.  Yes - Howelman, Blackmore    No - Bargy

 

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners approve the following ballot language for E911:

 

 

For the purposes of equipping, operating and maintaining of the Antrim County E-911 emergency services and consolidated dispatch costs, shall there be a monthly assessment by the County of Antrim of no more than an additional twelve percent (12%) of the highest monthly flat rate charged by a telephone service supplier for a single party access line, upon telephone service users within the Antrim County 911 Service District for a period not to exceed four years: 2005, 2006, 2007, 2008?

 

 

 

The $2.89 cap was removed from the ballot language.

 

5.        Phone Lines and Radio Traffic Recorder

 

Steve Bratschi explained the problems with the 911 dispatch recording system. Two vendors will be giving presentations today on a new alternative recording system.

 

 

The Committee heard a presentation from Jeff Vezina, of DSS Corporation, on a new recording system for 911 calls.

 

 

The Committee heard another presentation from Marty Scheel, of Van Belkum, (who sells the Mercom product) on a recording system for 911 calls.

 

Sergeant Bratschi will take the two vendors for a tour of the County dispatch building.  Sergeant Bratschi will request a more solid quotation from the two vendors, after they have seen our dispatch area.

6.        Various Matters

 

Dave Howelman, Committee member, distributed a flyer on a meeting set for June 16th at 7:00 p.m., sponsored by ACUTE (Antrim County United Through Ecology) [attached].
