1. Meeting called to order at 9:00 a.m. |

2. Sheriff Department |
||||||
|
Sheriff Terry Johnson and Carl Goeman, Emergency Services Director, joined the meeting. |
||||||
|
|
||||||
|
Sheriff Johnson updated the committee on personnel issues in the department. |
||||||
|
|
||||||
|
Sheriff Johnson informed the Committee the Sheriff Department received a $5,000 grant from the Grand Traverse Band of Ottawa and Chippewa Indians (attachment). The department will purchase one taser gun and a video camera for a squad car. |
||||||
|
|
||||||
|
The Sheriff has ordered one patrol and one detective car for the department. The replacement truck for Animal Control has also been ordered. Sheriff Johnson indicated the jail is currently overcrowded. |
||||||
|
|
||||||
|
The Sheriff Department is currently in the hiring process for a 911 dispatcher. |
||||||
|
|
||||||
|
3. Police Certification |
||||||
|
Sheriff Johnson explained that he has deputized Carl Goeman. The Sheriff indicated he would like to allow Mr. Goeman to work one day a month for the Sheriff Department in order for Mr. Goeman to keep his certification as a police officer. The arrangement would result in no additional cost to the County. |

|
Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners approve that Carl Goeman be allowed to work one day a month for the Sheriff Department in order to keep his police officer certification. Motion carried – unanimous. |
||||||

||||||

4. Animal Shelter Update |
||||||
|
Sheriff Johnson and Peter Garwood, Coordinator/Planner, updated the Committee on the work being done at the Animal Shelter. Sheriff Johnson will investigate whether all the corrections from the punch list have been made. |
||||||
|
|
||||||
|
Sheriff Johnson informed the Committee that a clinic was held at the animal shelter. The focus of the clinic was vaccinations, licenses and the use of embedded microchips for pet identification. |

|
|
||||||
|
5. Emergency Services |
|
Generator Bids for Emergency Operation Center (EOC) |
|
Mr. Goeman informed the Committee he had received two bids to install a generator at the EOC. Three companies were contacted, but only two responded with the following quotes. |
|
Arndt Electric $5,167 plus $950 which includes fuel connection. |
|
D and R Electric $4,990.50 without fuel connection. |
|
|
|
Mr. Goeman will contact additional propane companies for comparative quotes on propane fuel supply connection. |
|
|
|
Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners allow Carl Goeman to explore prices for fuel for the generator, and make the final decision based on cost for installation of the generator, as well as the cost of the propane fuel connection. Motion carried – unanimous. |

|
|
Mr. Goeman informed the Committee that he and one of the Local Emergency Planning Committee members will attend the State-wide Homeland Security training Conference. |

|
|
Deputy Emergency Management Coordinator |
|
A resident in the County has expressed interest in being deputized as a Deputy Emergency Management Coordinator. Mr. Goeman indicated there may be others in the County that is interested if such a position were available. |
|
|
|
Sheriff Johnson informed the Committee that retired county employee John Gaddis passed away recently. He was a 23 year employee of the Sheriff Department from 1968 to 1991. He retired as a sergeant. Mr. Garwood will send a letter to the family in behalf of the County. |
