1.        Meeting called to order at 8:30 a.m.

 

Laura Sexton, County Clerk, joined the meeting for the budget requests.

2.        Maintenance Department

 

o        Budget Request

Dave Vitale, Maintenance Supervisor, joined the meeting to review his budget request.

 

Motion by Larry Bargy, supported by Gene Dawson, to approve the Building and Grounds budget (as amended), the 1905 Courthouse budget (as amended), the Grove Street Annex Building budget (as amended) and the Maintenance Department Capital Outlay budget for submittal to the Finance Committee and the Board of Commissioners.  Motion carried – unanimous.

3.        Animal Shelter

 

Sheriff Terry Johnson joined the meeting to update the Committee on the Animal Shelter.

 

Sheriff Johnson informed the Committee someone (probably Petrie Construction) put a bonding agent in the walls where the gates are fastened to the walls, over the weekend when staff was off.

 

The Committee conversed with Bob Yvon, Architect, on speakerphone. Mr. Yvon updated the Committee on what could be done with the walls in the kennels, and his attempt to address the high electric bills at the shelter.

 

The Sheriff informed the Committee his department as well as the jail will need additional space at some point.

 

Committee Chair, Mike Crawford, suggested the appointment of a committee to address the future planning of the jail and sheriff administration needs.

 

Dave Vitale will purchase a new push lawn mower for the Animal Shelter.

4.        Prosecuting Attorney

 

o        Capital Outlay Request

Charlie Koop, Prosecuting Attorney, addressed the Committee regarding remodeling his office, to put in a reception window in the wall with a security system on the door. The Committee directed Mr. Koop to obtain an estimate for installing the window in the wall and a card key system on the door.

 

Mr. Koop presented a request for office re-design in the Prosecuting Attorney Office at $15,000.

 

Motion by Larry Bargy, supported by Gene Dawson, to approve for submittal to the Finance Committee and the Board of Commissioners for 2005, the capital outlay request of $15,000 for the Prosecuting Attorney’s office including chairs for the secretarial staff ($1,200 for the chairs is a priority).  Motion carried – unanimous.

5.        Airport Terminal Roof

 

The Committee reviewed the quote from Springfield Construction for work on the airport terminal roof.

 

Motion Gene Dawson, supported by Larry Bargy, to recommend the Board of Commissioners accept the quote from Springfield Construction (attached) to repair and replace the damaged shingle area on the Airport terminal building ($750.00) and tie in to the Duro Last roof ($1,250.00).  Motion carried – unanimous.

6.        Snow Removal Bids

 

The Committee reviewed the snow plow specification language and made a change.

7.        1905 Courthouse Gutters

 

Motion by Gene Dawson, supported by Larry Bargy, to recommend the Board of Commissioners approve the quote from Mihm Enterprises (attached) for reconditioning and sealing the gutters on the 1905 Courthouse at a cost of $16,375.00, provided it includes application of a rust inhibitor and paint.  Motion carried – unanimous.

 

Committee directed Mr. Garwood to get a quote to put a heat cable in the gutters and potentially on the roof to guard against winter ice build-up.

 

Dave Vitale joined the meeting again. The Committee asked Mr. Vitale about the possibility of staggering the lunch hours of the maintenance staff so someone is on duty at all times.  Mr. Vitale indicated it would not be a problem.
