Minutes

Motion Jim Gurr, supported by Heidi Lang, to approve the October 11, 2006 and October 19, 2006 minutes as presented.  Motion carried – unanimous.

Soil Erosion Ordinance

The Committee discussed Heidi’s notes from October 19th meeting for some clarification.

The Committee decided to eliminate 6-100 to 6-201 and replace with Heidi’s definitions.

The Committee further discussed 6-202 for the proper wording on this section.  The wording that this section should state is:  6-202 When there are development limitations apparent (such as severe slopes, heavy clays, and seeps) in regards to existing site characteristics, the soil erosion control officer may require a single residential unit prepare a plan in compliance with section 6-300 and/or by one of the following registered professionals: civil engineer, land surveyor, architect, and/or landscape architect.

Discussion ensued over sections 6-300 thru 8-104.  8-104 should state: The soil erosion officer shall ensure that a program proposal exists for the continued maintenance and all permanent soil erosion and sediment control measures that remain after project completion, including the designation of the person responsible for the maintenance.  Maintenance responsibilities shall become a part of any sales or exchange agreement for the land on which the permanent soil erosion control measures are located.

The Committee ended the discussion at section 10.

Meeting adjourned at 9:15 p.m.

The next meeting will be at the Antrim County Board of Commissioners Room on

Wednesday, November 8, 2006 at 7:00 p.m.
