Members Present:

Al Martel, Pete Garwood, Heidi Lang, Jim Gurr, John Peal, Barb Bradford, Mark Stone, and Steve Drenth

Public Present:

Al Martel called the meeting to order at 7:08 p.m.

 

Minutes

 

The Committee reviewed the minutes of the July 25, 2005 meeting. 

 

Motion by Jim Gurr, supported by Heidi Lang, to approve the July 25, 2006 minutes.  Motion carried – unanimous.  

 

Public Comment

 

§         Betty Gadwau from Central Lake inquired about the relationship with the ACD for administration of the SESC program. Ms. Gadwau also invited the Committee to look at the International Property Maintenance Codes on the internet. She indicated there is an ordinance on the site that is similar to the draft Soil Erosion, Sedimentation and Stormwater Control (SESSC Ordinance).

 

§         Chris Otto, MSU graduate student, inquired about the differences between this proposed ordinance and the Grand Traverse County ordinance, which the Attorney General has indicated cannot be used to regulate stormwater for any other reason other than if it creates soil erosion and sedimentation.

Chairman Martel handed out the summary of the comments on each section of the ordinance from the last meeting.

 

The Committee continued review of the SESSC ordinance beginning with definition “Z” on page 5. The review ended on subsection 3-203.6 on page 10.

 

 

 

Member Comment

 

John Peal indicated he thinks the Committee should recommend the County “dump” this ordinance and adopt the SESC statute (Part 91) and rules. Heidi Lang and Mark Stone agreed but felt we should also keep the guidelines for developers.

 

Chairman Martel indicated at the next meeting the Committee will focus on the guidelines.
