	1.        Meeting called to order at 2:00 p.m.
2.        Public Comment
None.
3.        Elk Rapids Hydro Power Dam Re-licensing
		The Committee reviewed a communication from the Elk Skegemog Lake Association, in which their president volunteers to help with the re-licensing of the Elk Rapids Hydro Power Dam.  The Committee also reviewed a communication with recommendations for the membership positions for an ad-hoc re-licensing committee.
Motion by Gene Dawson, supported by Larry Bargy, to recommend the Chairman of the Board of Commissioners create an Elk Rapids Hydro Power Dam Re-licensing Committee with the following membership positions:
Drain Commissioner (Chair)
Public Works Committee Representative
Elk-Skegemog Lake Association Representative
Village of Elk Rapids Representative
Mr. Stockhausen
Three Lakes Association Representative
Motion carried – unanimous.
4.        Building Department Update
		Bob Massey, Building Official joined the meeting. Mr. Massey presented the monthly activity and financial report for the department.
		Mr. Massey informed the Committee since the installation of the new phone system he was able establish a phone line solely for the purpose of individuals who want an inspection. The line is available 24/7.
5.        New Code Requirements
		Mr. Massey informed the Committee some of the new code requirements will be dramatic. He updated the Committee on some of the code changes that will be effective in the future.
		Mr. Massey asked the Committee if the newly hired electrical inspector could be paid at the first or second year step in the pay grade. The Committee did not recommend the request.
6.        Building Department - Complaint
		Joe Allen, Chairman informed the Committee of a complaint from a resident who is building a large pole barn. Mr. Massey updated the Committee on how his department handled the issue.
		Discussion ensued over the handling of the issue and how one point of contention is due to the fact that the snow load requirements are more stringent in Antrim County than other parts of the Lower Peninsula.
7.        Various Matters
Airport Right of Way
		John Strehl entered the meeting to inform the Committee about the airport tree trimming project on the Village of Bellaire right of ways.  Mr. Strehl indicated they will be replacing the trees two to one.
		The project will take place from the 15th of May to the 1st of June 2008.
