1. Meeting called to order at 10:07 a.m.

2. Public Comment |

|
Dean Crandall, Builder had a concern about the appeals process for the building department. Mr. Crandall also indicated that the Building Department is doing a great job, but sometimes he believes they could inject a little more common sense into some of their decisions.

3. Building Inspections |
|||||
|
|
Janet Person, Executive Clerk Village of Bellaire addressed an issue the Village is dealing with regarding using a County building inspector to assist with doing an inspection when they have a complaint regarding the safety of an occupied structure. The Committee indicated they would look into the matter further. |

4. Building Department Update |

|
|
Mr. Massey presented an oral and written report on the activities and financial position of the building department. |

|
5. Elk Rapids Hydroelectric Dam |
|||||
|
|
Mr. Garwood informed the Committee that the agreement with Elk Rapids Hydroelectric Power LLC. has been signed by the Board of Commissioners Chair and has been sent to Bill Stockhausen. Mr. Garwood also informed the Committee that we have received a Termination Agreement from TCLP. The agreement has been reviewed by many, but we have not received the final input from Jack Seaman, legal counsel on this issue.

Motion by Gene Dawson, supported by Larry Bargy, to recommend the Board of Commissioners approve the Termination Agreement with TCLP contingent on legal counsel review and recommendations. Motion carried – unanimous.

6. Soil Erosion Control Budget |

|
|
Heidi Lang, SESC Officer joined the meeting. Ms. Lang presented a verbal and written report.
|
||||
|
|
Ms. Lang also asked for guidance on whether or not she should continue to assist homeowners to get through the DEQ process as it is taking much time. The Committee indicated she should continue to provide such a service secondary to the enforcement of the Soil Erosion and Sedimentation Control Act and future ordinance.

||||
|
|
Ms. Lang requested guidance on whether or not we should be charging schools, churches, and municipalities. Currently, we are not charging these entities. Ms. Lang was directed to survey whether or not other Antrim County agencies and other county soil erosion enforcement programs are charging these entities. She should conduct such a survey and bring the results back to the Committee. |
