3. Elk Rapids Hydro Facility |
|||||

Contract with Michiana Hydro Electric Company |
|||||
|
Charlie Koop, Legal Counsel, joined the meeting and introduced Jack Seamen, the attorney Mr. Koop chose to assist the County with Hydro Dam Facility agreement. Mr. Seamen shared his thoughts on the powerhouse lease agreement. |

|
Chairman Joe Allen asked that Mr. Stone get together with Mr. Seaman to discuss concerns in the agreement between Michiana Hydro Electric Co. and Antrim County. |

|
4. Building Department Vehicle Policy |
|||||
|
Bob Massey, Building Official, brought in updated quotes for the leasing of vehicles for the Building Department inspectors. The Committee instructed Mr. Massey to go with the best deal and get the process, for leasing the vehicles, started. |

|
Mr. Massey presented two alternatives for a policy on leased vehicles used by the department inspectors. One of the policies provided rules in the event that the inspectors were allowed to drive the vehicles home, and the other addressed parking the vehicles at the County Building at night. Both policies were meant to augment the Safe Driver Policy. |

Motion by Larry Bargy, supported by Joe Allen, to recommend the Board of Commissioners approve the policy allowing the inspectors to take home the County owned vehicles. Motion carried – unanimous. |

5. Building Department Update |
|||||
|
Mr. Massey gave an oral report on the activities in the Building Department. |

|
Water and Sewer Connection Inspections |
|||||
|
Mr. Massey reminded the Committee that last month he informed them that the State expects all County inspection departments to inspect the connections to municipal sewer and water systems. Mr. Massey reported that he had talked to each of the Villages regarding the code requirements, along with the option of allowing the villages to do the inspections in their jurisdictions and simply submit a report to the building department certifying that a village representative completed an inspection on each sewer and water hook up. The Committee was also in favor of the villages providing the certification. |

County Facility Cabling |
|||||
|
Mr. Massey reported that there are no permits required for the voice and data cabling project throughout the County facility. However, Mr. Massey wondered if the Committee would want the department to periodically check on the cabling and the fire stop measures during the county-wide computer networking project. |

Motion by Larry Bargy, supported by Joe Allen, to direct the Building Department periodically inspect the cable and fire stop installation due to the County cabling project. Motion carried – unanimous. |

|
Mr. Massey requested permission to have the plumbing inspector, Al McShane work a 40 hour work week for a two week period. |

|
Motion by Larry Bargy, supported by Joe Allen, to recommend the Finance Committee find the funding for Al McShane to work a 40 hour work week (up from 24 hours a week) for a two week period in mid-June. Motion carried – unanimous. |
