1. Meeting called to order at 10:00 a.m.

3. Elk Rapids Hydro Dam |
|
|||
|
Mark Stone, Drain Commissioner joined the meeting. Mr. Stone distributed information on yet another interested party in the Elk Rapids Hydro facility – a company by the name of Peterson Machinery Sales. |
|

|
|
|
|||
|
Mr. Stone also informed the Committee a meeting has been set up with North American Hydro on April 11. Mr. Garwood indicated we have not received a proposal from Renewable Energy System - Americas, Inc. (yesterday was the deadline). |
|
|||
|
|
|
|||
|
The Committee requested that Mr. Stone and Mr. Garwood contact Peterson Machinery Sales and ask for a proposal. |

|

|
4. Household Hazardous Waste (HHW) Program - Contract |
|
|||
|
Joe Meyers, Associate Planner and Christy Roman, Antrim Conservation District Director joined the meeting. |
|
|||
|
|
|
|||
|
Mr. Meyers informed the Committee that the Solid Waste and Recycling Council made a recommendation to hire the Conservation District again to administer the 2007 HHW program. The dollars to pay the District are already in the budget. |
|
|||
|
|
|
|||
|
Mr. Meyers indicated the Council decided for the 2007 program there will be a charge of $5.00 for each customer for the first 50 pounds and 50¢ a pound over the initial 50 pounds. Ms. Roman indicated this year they would work with a group called Clean Sweep that will take all pesticides. |

|
Motion by Gene Dawson, supported by Larry Bargy to recommend the Board of Commissioners approve the 2007 HHW contract with the Antrim Conservation District. Motion carried – unanimous. |
|

|

5. Building Department Update |
|
|||
|
Bob Massey, Building Official joined the meeting. Mr. Massey presented his monthly report including the financial report. |
|
|||
|
|
|
|||
|
Mr. Massey indicated he has checked with the State regarding the validity of a scanned document for archival purposes. The State indicated to Mr. Massey that they (the State Code Enforcement Agency) are already using scanned documents. The greatest concern the State expressed was whether or not the documents can be recalled and regenerated. Mr. Massey will be taking a scanning proposal to the Finance Committee. |

Mr. Massey informed the Committee that code revisions in the mechanical and plumbing code should be available later this year. The electrical code changes are expected to be stalled in legal wrangling. The changes in the residential building code are being held up due to an issue involving the potential requirement of fire suppression (sprinkling) in a residential structure. |
