1.         Meeting called to order at 9:00 a.m.

2.         Grass River Natural Area (GRNA)

 

Mark Randolph, Director of the GRNA, gave the Committee an update on activities at the GRNA.

 

Mr. Randolph presented the GRNA revenue and expenditure budget request.

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Grass River Natural Area budget request, for submittal to the Finance Committee.  Motion carried – unanimous.

3.         Parks

 

Eileen Wallick, Parks Manager, updated the Committee regarding the activities at Barnes Park. 

 

Ms. Wallick noted that she had a roofer look at the roof of the 1969 bathhouse and they indicated that it was time to get it re-roofed.  Ms. Wallick noted that she would look into getting a rebate for the current 40-year shingles because they have been on for 14 years. 

 

Ms. Wallick indicated that last week they were full to capacity on Thursday thru Saturday.  Ms. Wallick further noted that, on the 2003 bathhouse, one of the shower handles has been reversed and was told that it was not code.  The Committee tasked the Coordinator/Planner's Office on checking with the Building Department and the former contractor to get this situation taken care of. 

 

Ms. Wallick submitted the budget request for Barnes Park with capital outlay and Elk Rapids Day Park.

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Barnes Park budget and capital outlay, as amended, for submittal to the Finance Committee.  Motion carried – unanimous.

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Elk Rapids Day Park budget as amended for submittal to the Finance Committee.  Motion carried – unanimous.

4.         Antrim Creek Natural Area

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Antrim Creek Natural Area Budget for submittal to the Finance Committee.  Motion carried – unanimous.

5.         Parks and Recreation Advisory Board

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Parks and Recreation Advisory Board as amended budget for submittal to the Finance Committee.  Motion carried – unanimous.

6.         Cedar River Natural Area

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Cedar River Natural Area budget request for submittal to the Finance Committee.  Motion carried – unanimous.

7.         Park Fundraiser Fund

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Park Fundraiser Fund as submitted for submittal to the Finance Committee.  Motion carried – unanimous.

8.         Public Access Book Fund

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Public Access Book Fund as amended for submittal to the Finance Committee.  Motion carried – unanimous.

9.         Wetzel Lake

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Wetzel Lake budget request as submitted for submittal to the Finance Committee.  Motion carried – unanimous.

10.       Barnes Park Grant Fund

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Barnes Park Grant Fund as amended for submittal to the Finance Committee.  Motion carried – unanimous.

11.       Notewares Landing and Mohrmann

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Notewares Landing and Mohrmann Park budget as amended for submittal to the Finance Committee.  Motion carried – unanimous.

12.        Elk Rapids Fishing Park

 

Motion by Bob McLeod, supported by Mike Crawford, to approve the Elk Rapids Fishing Park Budget for submittal to the Finance Committee.  Motion carried – unanimous.

13.        Barnes Park Grant

 

The Parks Committee discussed the paved trail and the period on paving.  The Committee gave Pete Garwood, Coordinator/Planner, discretion on the dates of paving and extending the grant past the September 30 deadline.

15.       Members/Public Comment

 

Bob McLeod noted that we should meet at Antrim Creek Natural Area next meeting if weather permits.
