1.        Meeting called to order at 9:05 a.m.

2.        Public Comment

 

Barb Bradford expressed support for the proposed Sanitary Code.

 

3.        Sheriff Department

Sheriff Terry Johnson joined the meeting and updated the committee on the following issues:

 

Tribal Cross Deputization

The cross deputization is in process.

 

800 MHz Radio System

Contracts for the 800 MHz system have been signed and the system will be installed soon.

 

Snowmobile GPS

The coordinates of various points along the Jordan River Valley snowmobile trail will be determined through a GPS system and identified by signs for emergency services purposes.

 

Dispatch

Two new dispatchers have been hired and are being trained.

 

Patrol Cars

The eight new patrol cars are on the road.

 

Comments were made regarding the Dewitt Marina's new development by Ray Ludwa and Ed Martel.

 

4.        Proposed Sanitary Code

Jerry Chase, Administrator, and Scott Kendzierski, Director of Environmental Health of the Northwest Michigan Community Health Department, joined the meeting.  Mr. Chase outlined the procedure used, and reasons for updating the proposed sanitary code.

 

Scott Kendzierski reviewed the proposed changes to the draft ordinance.  The proposed changes were a product of input from public hearings and comment. Questions were asked by the Committee and the public.  Answers were provided by Mr. Kendzierski.

 

5.        Public Comment

Barb Bradford once again expressed her support, as a member of the Antrim County Planning Commission, for the new sanitary code.

 

Ed Martel expressed concern and submitted a memorandum about the legality of a section of the proposed sanitary code.  He additionally had concerns about black water and grey water separation.  He also expressed concern regarding whether or not a particular current home owner on a lake would be able to get a permit to replace a system under the proposed sanitary code.

 

Peg Comfort submitted a memorandum to Jack White and the Board of Commissioners expressing concern about the new sanitary code.  She also distributed maps indicating the difference between the old code and the new code specific to Forest Home Township.  Ms. Comfort requested a 30 day period that would allow the Townships a chance to see how the new sanitary code would affect development in their jurisdictions.  Ms. Comfort was informed that the Board of Commissioners has a policy that prevents them from acting on an ordinance in the same meeting it is presented for consideration.

 

Ray Ludwa indicated it is crucial to separate the sanitary code from land use policy.  He also expressed strong support for the performance based monitoring included in the sanitary code.  Also, he agreed home owners need to be required to prove their system works.

 

Ed Martel indicated that after reading a memo written by Scott Kendzierski to Antrim County he recants much of his previous comments.

 

Barb Bradford expressed the need for additional maps (for other parts of the County) showing the difference between the proposed sanitary code and the current sanitary code.

 

Mr. Garwood cautioned that the maps are based on the Antrim County Soil Survey which is extremely general.
