1.        Meeting called to order at 9:03 a.m.

2.        Public Comment

 

None.

3.        911 Generator Update

Burt Thompson, Road Commission Manager, presented an agreement for the transfer and use of the 60kw generator from the 911 Center to the Road Commission building in Mancelona.  The generator would be used to provide emergency power to parts of the Road Commission building which will be used as an alternate 911 Dispatch Center/Emergency Operations Center (EOC).

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners approve the Letter of Agreement between Antrim County and the Antrim County Road Commission for the 60kw generator (removal from 911 center, moving it to the Road Commission building, installing it and operating it at the Road Commission building) contingent on legal counsel review and approval.  Motion carried – unanimous.

 

Mr. Thompson presented 3 quotes for removal of the generator from the 911 Center and reinstallation at the Road Commission building.

Arndt Electrical Service              $8,465

KDJ Electric Service                   $6,938

 

Committee member Bernie Blackmore indicated that he may have a conflict of interest as he is related to the owner of KDJ Electric. 

 

Motion by Dave Howelman, supported by Larry Bargy, to recommend the Finance Committee and the Board of Commissioners select the low bidder for removal of the 60kw generator from the 911 Center and installation at the Road Commission building (KDJ Electrical Service, $6,938).  Yes – Howelman, Bargy   Abstain - Blackmore

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Finance Committee and the Board of Commissioners approve an expenditure of $10,891 for the Counties portion of moving the 60kw generator from the 911 Center to the Road Commission building (for alternate 911 dispatch/EOC purposes) to be paid out of 911 funds.  Motion carried – unanimous.

 

4.        Sheriff Department

Sheriff Johnson updated the Committee on personnel issues in the sheriff department.  A deputy has recently been terminated.

 

Sheriff Johnson also discussed his plans for patrolling during Torchfest.

 

Sheriff Johnson informed the Committee that he has found a lease program through Ford for patrol cars. The deal is eight cars for $51,144 a year for four years.  At the end of the four years the County will be allowed to buy each of the cars for $1.00 at the end of the four years.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend that Finance Committee and the Board of Commissioners approve the lease agreement for eight cars at $51,144 per year for four years.  Motion carried – unanimous.

 

The Sheriff presented a lease agreement from Leslie Leasing in Bellaire for a pick up truck for the marine patrol (four wheel drive, 3/4 ton) for $450 a month.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Finance Committee and the Board of Commissioner approve the lease agreement with Leslie Leasing for a four wheel drive 3/4 ton pick up for $450 per month for one year to be paid, to the extent possible, by the marine patrol and snowmobile patrol budgets.  Motion carried – unanimous.

 

Sheriff Johnson is going to request Telerad and Motorola put on a PowerPoint® presentation on the 800mhtz system.

 

Mr. Garwood informed the Committee that he and Sheriff Johnson have discussed Sheriff Department assistance at Barnes Park. He will get better information on a specific incident at the park so the Sheriff can take the appropriate action.
