1.        Meeting called to order at 9:06 a.m.

2.        Public Comment

None.

 

3.        Sheriff Department Update

Dan Bean, Undersheriff and Steve Bratchi, Dispatch Sergeant, joined the meeting.

 

Sergeant Bratchi distributed a synopsis of a new Senate Bills 410 and 411 that would spread the cost of County provided 911 services over not only landlines but also cellular phones and VOIP phones as well as providing statewide surcharge.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners approve the draft resolution supporting Senate Bills 410 and 411 regarding the stabilization of funding for 911 services.  Motion carried – unanimous.

 

Undersheriff Bean informed the Committee that two dispatchers have been hired as well as a new road deputy.  Undersheriff Bean updated the Committee on other Sheriff Department activities.  Seven law enforcement officers from within the County (county and village) attended the 800 MHz training.

 

4.        Emergency Services

Michigan Emergency Management Assistance Compact (MEMAC)

MEMAC is an intrastate mutual aid agreement that enables local units of government to be paid if they send personnel to assist another community in the State. Carl Goeman, Emergency Services Coordinator, requested the Committee support the program and authorize the needed signatures on the agreement and resolution.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Board of Commissioners authorize the Chairman to sign the MEMAC agreement and to approve the resolution. Motion carried – unanimous.

 

Federal Emergency Management Agency (FEMA) Trailer

Mr. Goeman informed the Committee of the availability of a FEMA trailer (previously used for Hurricane Katrina victims) that could be purchased for a small sum and used to replace the mobile command post.  Mr. Goeman also informed the Committee that the last day to pick up the trailer is May 4 (before the Board of Commissioners meeting). Carl Goeman indicated that he has enough money in his budget, but if he uses it for the trailer, he will likely need a

budget adjustment prior to the end of the year.  The Committee along with the Chairman of the Board of Commissioners, Jack White thought the deal was too good to pass up not to act on it even though action was necessary prior to the Board of Commissioners next meeting. 

 

Motion by Dave Howelman, supported by Bernie Blackmore, to approve that the Emergency Services Coordinator travel to Indiana to pick up the ex-FEMA trailer and the Finance Committee find the funds and the Board of Commissioners approve payment of the $2,700 purchase price for the trailer.  Motion carried – unanimous.
