1.        Meeting called to order at 9:07 a.m.

2.        Sheriff Department Update

 

Marine Patrol

Sheriff Terry Johnson reported that the State has received funding from the Federal Government for Marine Patrol.  The Sheriff feels confident we will get an additional $10,000 for Marine Patrol.

 

Patrol Cars

Sheriff Johnson explained that originally the approved budget for 2006 included two patrol cars and one detective car.  However, in 2005, additional funds allowed the Sheriff Department to purchase two detective cars and a van.  At the time, Sheriff Johnson requested, and the Board of Commissioners approved, the concept of changing the budgeted detective car for 2006 to a third patrol car.  However, the Board of Commissioner’s minutes did not show that any action had been taken.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Finance Committee find the funding and the Board of Commissioners approve an additional $8,000 to make up the short fall for a total of 3 patrol cars in the 2006 budget.  Motion carried – unanimous.

 

Jail

Sheriff Johnson informed the Committee he received a very large bill for an inmate (in our jail) who had a heart attack and had to be hospitalized.  Sheriff Johnson indicated he will look into it further.

3.        Spay and Neuter Fund

 

Sheriff Johnson informed the Committee that the Spay and Neuter fund is down to $800.

 

Motion by Bernie Blackmore, supported by Dave Howelman, to recommend the Finance Committee and the Board of Commissioners approve that $5,000 be transferred from the Animal Donation Fund to the Spay and Neuter Fund.  Motion carried – unanimous.

 

The Sheriff discussed the drawbacks of the current methods for disposing of the euthanized animals.

4.        911 Generator - Funds to Relocate

 

Sheriff Johnson informed the Committee that the decision was made by the Board of Commissioners to relocate the old 911 generator to the Road Commission building. However, there is a cost to uninstall and re-install the generator, and who will pick up that cost was never determined.  Sheriff Johnson indicated that we currently do not have an estimate on how much it will cost.  He thought that 911 funds could be used to pay for a portion of it.  Larry Bargy, Chairman, informed the Committee that Carl Goeman, Emergency Services Coordinator, mentioned that there may be some grant dollars from the Homeland Security Grant that could go toward the project.

5.        Various Matters

 

Emergency 911 Uniform Street & Road Numbering System Ordinance Update

Mr. Garwood informed the Committee that a house and road numbering committee has met once to address needed changes in the current ordinance.  They have decided to abandon the current ordinance and use the recently adopted Cheboygan County–Wide Street and Road Numbering Ordinance as a starting point for a new Antrim County ordinance.
